Temporary Resident Permit for International Students

From January 1, 2023, a temporary resident permit in the Russian Federation will be issued to international students.
 Let's find out for what a temporary resident permit is required, who shall have it and how to get it.

Currently, visa-requiring international students have to get a study visa to enter the Russian Federation. This visa must be renewed each year, and visa-exempt foreigners need a migration card with mark „Study” in the purpose field.
The temporary residence permit will allow international students to legally stay in the Russian Federation during the whole period of study. Thus, international students having the temporary residence permit can forget about the efforts to extend their visa.

Full-time international students of state universities studying the bachelor's degree, specialist's degree, master's degree, residency, and postgraduate programs can apply for the temporary residence permit.

To obtain a temporary residence permit, an international student has to:
-        submit an application for the issuance of the temporary residence permit;
-        attach a certificate of enrollment;
-        provide results of the medical examination;
-        undergo fingerprinting – when submitting an application or when receiving a document in case the application was submitted in electronic form;
-        pay the state duty in the amount of 1,600 rubles.

The student can receive the final document within two months. It is issued only as a paper document; there are no electronic versions.
The document is issued for the whole period of study at the university and will be valid for 180 days from the graduation. The validity period can be extended provided that the student continues his/her studies in Russia.
Part–time and extra-mural students will stay in Russia under the previous grounds - based on a migration card or visa.

These changes will come into force on January 1, 2023.
